Step 1: Assess the space and how the floor will be used
The starting point is what the floor is for, because the intended use drives everything after it. A mezzanine for light storage, one for offices and one for retail are designed very differently:
- Storage often means a heavier loading rating for pallets, racking or stock, and a simpler finish.
- Office use brings in floor-to-ceiling considerations, services routing and a cleaner deck, with its own loading.
- Retail adds public access, which raises the bar on escape provisions and finishes.
Alongside the use, the clear height of the building, the available floor area and the position of existing columns, doors and services all shape what is possible. This assessment, ideally with a site survey, sets the brief for the structural design.
Step 2: Structural design and column layout
Once the use and space are known, the mezzanine is designed to a structural engineer’s calculation. This is the heart of the build: it sets the loading rating, the beam sizes and the column spacing for your intended use.
The column layout is a balancing act. Wider clear spans keep the area underneath usable but need larger beams; tighter column spacing uses lighter steel but puts more columns in the floor below. The right grid comes from the engineer’s calculation, not from preference, and the loading has to be designed in from the start, since asking for a heavier rating later usually means redesigning the structure. We use mild or stainless steel selected to suit the duty.
Step 3: Building Regulations and Building Control approval
A mezzanine is a new floor level, so in most commercial, industrial and retail settings it needs Building Regulations approval, even when it does not need planning permission. Approval typically runs alongside the structural design and covers the structure, the fire protection and a safe means of escape.

Step 4: The steel frame, decking, stairs and handrails
With the design approved, the structure is fabricated and built up in order:
- The steel frame. Columns and beams are fabricated in our Banbury workshop to the approved drawings, then delivered and erected on site as the load-bearing skeleton.
- The decking. A structural deck (storage-grade board, ply or a heavier industrial deck) is laid over the frame to suit the loading.
- Staircases and handrails. Access stairs, balustrades, edge protection and any pallet gates are fitted so the floor is safe to use and meets the access provisions.
We work to BS EN 1090 execution standards, with our own design, fabrication and erection team taking the job from drawing to final bolt.
Step 5: Fire protection and means of escape
Fire is usually the part that shapes the design most. Under Approved Document B, the steel columns and beams may need casing, boarding or a protective coating so they hold up for a defined period, and the floor needs a protected means of escape: fire-rated stairs, protected routes and acceptable travel distances to a safe exit. Above a certain size or for certain uses, extra measures or sprinklers can be triggered.
We deliberately do not state a fixed fire rating, size limit or sprinkler trigger as fact, because those come from the fire strategy for your building and from Building Control or a fire engineer, not from a number in a guide. The fire protection is best designed in with the steel rather than retrofitted.
Step 6: Installation sequence and timeline factors
Installation follows the build-up above: erect the frame, lay the decking, fit the stairs and handrails, then add the fire protection and finishing. The timeline depends on several factors rather than a single figure:
- The lead time for design and Building Control approval, which often takes longer than the physical build.
- The size and loading of the floor and how much steel it needs.
- Access and conditions on site, including whether the building stays operational during the work.
Because these vary so much, the reliable timeline (and price) for your project comes from a survey and quote against your drawings, not from a headline figure.
