What a turnkey design and build package includes
Most steel firms fabricate and erect, then leave you to find a groundworker, a cladder and a fit-out contractor and coordinate them yourself. A turnkey package removes that burden. Everything below is delivered or directly managed by TC Rowan from one office in Banbury:
- Design and engineering: concept drawings, structural design, 3D and CAD detailing, and fabrication-ready drawings agreed with you before any steel is cut.
- Groundworks and foundations: site clearance, setting out, footings and slab, prepared to take the frame.
- Steel frame fabrication: portal frames, columns and beams fabricated in our own workshop to BS EN 1090, not subcontracted out.
- Frame erection: installed on site by our own erection team, so the steel that arrives is the steel that was drawn.
- Cladding and weathertight envelope: roof and wall cladding, windows, doors and rooflights.
- Internal fit-out: mezzanines, staircases, partitions, offices and finishing trades coordinated to occupation standard.
- Handover: a complete building, with documentation and traceability provided on request.

The design and build process, stage by stage
A turnkey build only stays on programme when each stage is planned against the next. Our sequence is deliberate:
- Enquiry and scope. You tell us what the building is for. We agree the rough footprint, use and budget envelope.
- Site survey. We visit the site, take measurements ourselves, and assess ground conditions and access. Booking starts with a free site survey and project management visit.
- 3D and CAD design. Concept drawings and structural design, refined with you until the layout, spans and openings are right. Designing and fabricating under one roof closes the gaps where projects usually go wrong, such as mismeasured openings and clashing connections.
- Fabrication to BS EN 1090. The frame is fabricated in our Banbury workshop under CE-approved, BS EN 1090 execution standards, with full material traceability available on request.
- Groundworks and erection. Foundations and slab go in, then our own team erects the frame. Because the same contractor drew, fabricated and erected the steel, site delays waiting for remedial work are designed out.
- Cladding and fit-out. The weathertight envelope goes on, followed by windows, internal partitions, mezzanines and finishing trades.
- Handover. You take occupation of a complete building, managed end to end by one team.
A turnkey build in practice: the Brackley office and workspace
The clearest proof of the model is our two-storey office build for Xsign/Dline in Brackley, Northamptonshire. A growing signage business needed combined office and production space, and needed it managed as a single programme rather than coordinating groundworkers, steel erectors, cladders and fit-out trades themselves.
We delivered the full building from bare ground to fitted-out premises:
- Groundworks: site preparation, foundations and slab.
- Steel frame construction: a two-storey structural frame fabricated in Banbury and erected by our own team.
- External cladding: a full weathertight envelope.
- Windows: commercial glazing throughout.
- Internal fit-out: first-floor offices over ground-floor workspace, completed to occupation standard.
